managing change requests

As a newcomer I find the "The Relocation: A demo project in Merlin Project"[1] article quite helpful

At the very end of the "This was not agreed! Changes in the project scope" section there is this passage:

"The only available solution means additional costs (assuming that a consultant costs more than Mr. Schulze). The change should be documented in a change request so that the deviation from the baseline can be tracked at a later date. We recommend that you save the project under a different name here, so that you can enter the new budget data."

My question has to do with this phrase:

"We recommend that you save the project under a different name here, so that you can enter the new budget data.""

From this, I understand that any time the budget data is change I should use the drop down menu File > Duplicate and generate an entirely new Merlin file on my hard drive. So, My Project 1.0, My Project 1.1, My Project v1.2. etc..

Is my understanding correct? Or am I missing something?

The recommendation in the article was given as a solution to the question how to keep track on changes regarding the data of requested and approved budget.
Merlin Project files have only one pair of this information and show only the current state. So if you have requested 1000 $ and got approved 30% of it, or 300 $, and need to change the request from 1000 $ to 2000 $ which now got approved by 100% you can indeed create a copy for My Project 1.1 to put these new values there and work with My Project 1.1 from now on.

You would open My Project 1.0 only when you need to check previous planing information.
NOTE: you don't have to create copies, you can do them if want to be able to check the previous planing.

We hope this clarifies the recommendation in the article.
