What seems to overrule my conditional formatting?

I'm running into problems with conditional formatting. I have a project with multiple tag-based categories that direct rules to set color as well as label contents of bars. For most conditions, I can adjust the colors/labels, but for others, eg, on some, (but not all!) milestones, I fail to adjust colors and right labels.

I guess some setting must be overriding the format, but I can't figure it out.

in case of using multiple condition based style settings, there is often a chance of conflicting conditions.
You may first of all check, if this is the case.
For example:

a bar color is set by a condition based upon its tag
the same bar color is set to another condition based upon its assignment at the same time

This will lead to a conflict, so no color style will be used on that bar.

I will get back to this topic later in the week because I've been pressed for time an d have left the issue as is for now.
The only thing I can add at this point is that the project doesn't have assignments.
