What is "background shading" called?

I'm trying to figure out what this kind of background shading behind activities is called, and how to apply it:

I think it's "group boundaries", but I can't figure out how to set its color.

Correct, the background shading is called group boundaries, as it shows the boundary around all sub-activities of an activity group.

Its color is controlled by the border color of the activity group.
So you select the row of the activity group which's background shading you want to control.
You check which condition controls its colouring (Styles: By Rules > Condition)
And change the border color of the bar.
