I've checked this with the developers. The option to share the custom view with other local projects was omitted at some point on the iPad. I was told to report this as an issue. So yes, custom views on the projects cannot be shared right now on the iPad, they are saved with the file itself.
To use them on other files, you could create a template of your current project (by calling (…) > Export > XML) and enable the option User interface configuration.
Now you can start a new project using this xml file, delete any activity rows you don't need, and have the custom views included.
